 The Office of Investigations, Compliance & Accountability (ICA) is dedicated to upholding the District’s mission to ensure a safe, inclusive, and equitable learning environment for all students, staff, and community members.

Reporting Concerns

ICA is responsible for managing the District’s online reporting system (Guardian). In this role, we conduct intake, documentation and oversight of all concerns reported by students, staff, parents and community members on behalf of the District. Every report is assigned to an Investigative Specialist who ensures all concerns are handled by the appropriate decisionmaker in accordance with the District’s policies and procedures.

Human Trafficking Prevention Program

ICA leads the District’s Human Trafficking Prevention Program in collaboration with School Police and other District departments. San Diego Unified School District is dedicated to preventing human trafficking and ensuring all students are safe. If you believe a student is in immediate danger, call 911 right away. You can access more information about the prevention program and how to report a human trafficking concern here.


Administrative Investigations

ICA’s team of Internal Investigators conduct fair and impartial investigations into allegations of serious student and staff misconduct and alleged violations District policies and procedures, and state and federal laws and regulations. SDUSD is a large community, and not all complaints will be handled by our team of investigators.


Bullying

ICA manages the online bullying reporting system to ensure all reported concerns of bullying, harassment, and retaliation are addressed in accordance with District policy and procedures. ICA also handles Bullying Appeals if a student or family appeals the decision of the school site Administrator.


Equity, Civil Rights & Safety Taskforce

ICA’s Executive Director serves as the co-chair for the District’s ECRS taskforce, which was created to protect, inform, and provide resources for our students, staff and community. Specifically, regarding heightened concerns involving immigration enforcement, LGBTQIA+, discrimination, and safety. Title IX Office (Sexual Harassment)

ICA’s Title IX team is responsible for assessing and responding to all reports of sexual harassment, discrimination, and gender-based violence in accordance with federal law and District policies. The Title IX Officer advises individuals of their rights, coordinates with sites to implement supportive measures, oversees the investigation and adjudication of formal complaints, and conducts district-wide training and prevention efforts.


State and Federal Complaints

ICA handles state and federal regulatory complaints on behalf of the District. Our Equity Compliance Coordinator serves as the Uniform Complaint and Title II Compliance Officer.


Student Expulsions and Restorative Discipline

ICA screens student expulsion recommendations by Site Administrators to ensure any student referred for expulsion meets the criteria outlined by the District’s Restorative Discipline Policy (RDP). ICA works closely with other District departments and school sites to help support and protect our students and school communities as behavioral incidents arise.
