Survey Results Summary

 

The District conducted a month‑long community engagement process in January and February 2026 to gather input on the proposed attendance area revisions for Nipaquay and Carson Elementary Schools. Engagement efforts included school community meetings, flyers, an informational web page, an online survey, and opportunities for stakeholders to submit feedback via email and phone.

Parents and staff from both school communities were notified through established messaging platforms and invited to attend informational meetings—held on January 12 and 14 at Carson and January 22 at Nipaquay. Each meeting was attended by more than 20 participants and included a presentation as well as questions and answers.

Overall, feedback was largely supportive of the proposed boundary adjustments. Stakeholders cited anticipated benefits including increased enrollment and associated funding for Carson Elementary, as well as appreciation for the Legacy policy, which enables younger siblings of concurrent students to attend Nipaquay Elementary.

The District will incorporate community feedback into its recommendation to implement this boundary revision in the 2026-27 academic year. It remains committed to ensuring equitable access to resources across schools and to maintaining appropriate space and balanced student‑teacher ratios, which are key considerations in this boundary proposal.

Nipaquay and Carson Proposed Attendance Area Revisions

What is being proposed?

The district is proposing to revise part of  the attendance areas of Nipaquay and Carson Elementary schools for the 2026-27 school year.

The portion of Nipaquay’s attendance area that is west of State Route 163 will be reassigned to Carson’s attendance area.

Middle and high school assignments do not change. 

Why are the revisions being proposed?

This proposed revision is to ensure optimum facility utilization, classroom sizes and available space for students living in Mission Valley.

4,300 new homes west of State Route 163 will generate more students than Nipaquay can accommodate without overcrowding. New homes east of the 163 will also generate more students assigned to Nipaquay.

Who is affected?

Current students at either school are not required to change schools.

Only new students will use the revised attendance areas effective Fall 2026.

Future students/siblings of current Nipaquay students who live in the boundary adjustment area may attend Nipaquay under the “legacy” policy, if the older sibling is still at Nipaquay at the same time.
